Q What happen if Protector of Secret targets Peerless Tracker, it can use its special ability? And with Will of Azathoth?
We think "cannot commit" abilities doesn't affect Peerless Tracker, but Will of Azathoth and "cannot be committed" abilities affect him.

A Correct. Cannot commit refers to the commit Framework Action, while cannot be committed, refers to the state of commitment. It should be noted though that because Peerless Tracker would only become committed to the story at which the character whose icons it has copied, that character would not have been able to commit to the story if it had Will of Azathoth attached. The only way I know that could happen is to have had a character commit to it in a previous turn which could not uncommit at the end of the Story phase and then Will is played, or some means of attaching a support card mid story phase.

quindi qui dobbiamo fare attenzione a come è scritta la carta "can't commit" significa non può impegnarsi in storia normalmente (cioè esaurendosi durante la fase di storia quando si dichiarano gli attaccanti o i difensori), ma effetti che committano funzionano lo stesso

differente invece il "cannot be committed" con il quale si intende che in maniera assoluta il personaggio non può essere impegnato in storia per vie tradizionali o per effetti

su questa regola ci sarà da fare attenzione dato che le diciture sono molto simili ma con valenze molto diverse

di questa seconda domanda ero praticamente certo, ma mi sembrava un effetto troppo forte quindi ho chiesto per conferma

Q Cards that commit to stories outside normal timing (Noises in the Hills, Nyarlathotep, Mariner etc) could commit characters on stories without characters assigned in?
So can the active player use them after defending player assign character to go unopposed on stories?
We think yes because tose abilities ignores normal rules of committing.
